I think Montreal is just more permissive generally

The first time we went to COTA we tried to do those open access events but they just were not done at that track. At Montreal we had free rein in the Masters paddock which was awesome. I got to touch and interact with a McLaren MP4-1, Williams FW06, Brabham BT55, Ferrari 312T4, and tons more. The winning Masters race team was even passing out little medicine cups of champagne from the victory bottle.

COTA is much more sanitary for lack of a better term. The race is more of an orchestrated event and less of a gathering or festival atmosphere.
